SoftPhone is one of the services which can turn any PC or laptop into a telephone with all the functions like make a call, receive a call and pick up voicemails. Calls are routed to the PC or laptop with the use of a broadband internet connection.
There is also an option to buy 200 minutes per month for $9.95 a month with no other plan needed.
There are two Hosted Services for Businesses which are the following:

Price: $4.99/month (+ $9.95 setup fee)
To have a Virtual Phone number in different locations will let your friends, family and customers call you for the price tantamount to a local call.
Toll-Free Numbers:
Price: $4.99/month for 100 minutes & 4.9 cents for additional (+ $9.95 setup)
The voip.com call routing system will direct incoming Toll-Free Number calls to the primary voip line which would allow people to call you from anywhere in the US without paying long distance charges.
Other Details:
Toll-free number is available for the voip.com website which may give access to technical support. A help desk support is available on the other hand. Account Login is necessary to open a support ticket.

I’ve been using voip.com for three months now with no complaints. I ran into a couple problems during setup but support was good and I figured out the problem fairly quickly.
I’d recommend this service.
